The shift shaft bushings can/will deteriorate and cause the throttles to completely stop/jam up. You can't get it in forward and/or reverse. The bushings are cheap...2 of them for less than $10 buck ...

Sounds like a shift shaft issue possibly. I would check that before going to far down the most serious path. I had the same issue a while back and it ended up being a $4 part to replace.
