I would much prefer wind and solar power installations offshore. They would also provide a lot of fish aggregating structure and many jobs for the near coastal communities.

I am not aware of any SE NC places where you can catch cigar minnows from the hill.
Pinfish are easy to catch, but not as good frozen bait as cigars and sardines.

You need water in the upper 60's, which will is still very near the break. Wrecks and structure in 120+ feet should hold plenty of fish.
