JACKSONVILLE, Fla. – The Coast Guard Captain of the Port has finalized and released the regulated navigational areas, security zones and temporary anchorage areas on the St. Johns River, which will be established and enforced during Super Bowl XXXIX activities and events.
The river will be divided into two regulated navigation areas and four security zones in order to provide security in close proximity to the downtown area of the river. Additionally, the size of existing fixed security zones around docked cruise ships will be increased. Existing anchorage grounds will be modified and temporary anchorages will be added to accommodate the vessel traffic expected during Super Bowl events.
These areas will be enforced at various designated time periods beginning February 2 through February 7. Entry into the security zones will be prohibited to all persons and vessels unless authorized by the Captain of the Port.
Temporary Anchorages
Five temporary anchorage areas will be established between the Fuller Warner Bridge and Floral Bluff to accommodate recreational vessels 60-feet in length or less. Several temporary anchorages will be established north of the Mathews Bridge to accommodate larger recreational and commercial vessels.
All vessels at anchor must monitor VHF Channels 13 and 16 and make a broadcast on channel 13 upon anchoring and every four hours thereafter. Up to 20 recreational vessels may raft outboard of one another. Buoys will mark all temporary anchorage areas.
Regulated Navigational Areas
The Coast Guard will establish two regulated navigational areas on the St. Johns River from (1) Winters Point to the Mathews Bridge and (2) the Mathews Bridge to St. Johns Bluff. Vessels must continuously transit at a minimum safe speed while in the federal channel marked by buoys and day boards and must comply with orders from the Captain of the Port.
Moving security zones will be established around all tank vessels, cruise ships and military pre-positioned ships during transit into or out of the ports of Jacksonville, Fernandina and Canaveral.
A 400-yard security zone will be established around all cruise ships docked at the Talleyrand Marine Terminal and the Jacksonville Cruise Ship passenger Terminal.
Security zones
Four security zones will be established and enforced by maritime law enforcement officers between the Fuller Warner Bridge and the Mathews Bridge.
Security Zone #3 – Waters from the Fuller Warner Bridge to Mathews Bridge. This area will be enforced 11:59 p.m. February 4 until 3 a.m. February 7.
Security Zone #4 – Waters within 25-yards of the river bank at the passenger terminal: JEA Park and Transportation Hub
This area will be enforced 6 a.m. Feb. until 11:59 p.m. Feb. 7.
Security Zone #5 – Waters within 25-yards of the North Bank from the Main Street Bridge to the Hart Bridge.
This area will be enforced 11:59 a.m. February 6 until 3 a.m. February 7.
Security Zone #6 – All waters, shore to shore from JEA Park to the Transportation Hub.
This area will be enforced 11:59 a.m. February 6 until 3 a.m. February. 7.
Any person or vessel seeking to enter or transit a security zone must seek permission from the Captain of the Port or designated representatives on VHF Marine Channel 12.
Vessels that seek to enter the security zones and vessels located in the security zones when the zones become effective, will be subject to a security screening.
Vessel operators must receive permission to enter or remain in the security zone from maritime law enforcement officers designated by the Captain of the Port. Jet Skis or motorized personal watercraft will be prohibited to operate within the security zones.
