The Director, Office of Habitat Conservation serves as the primary source of advice and counsel for the Assistant Administrator for Fisheries on all matters dealing with living marine resource habitat under the stewardship responsibilities of the Secretary of Commerce. The incumbent exercises full supervisory control over three Divisions, including the NOAA Chesapeake Bay Program Office. The incumbent also evaluates and makes recommendations on NMFS programs affecting habitat that are authorized by multiple legislative mandates and other relevant Federal statutes. The incumbent also coordinates environmental activities and NMFS responses to natural or man-induced environmental crises which may threaten marine habitat or species; provides the principal technical expertise to advise the Assistant Administrator for Fisheries on environmental matters of concern to NMFS regarding contaminant effects and related issues, energy production effects on living marine resources and their habitats, and coastal planning and development programs.
