Included in the total is an amendment providing $1.08 billion for fisheries assistance in the Gulf of Mexico offered by Sen. Richard S helby (R-AL), Chairman of the Commerce, Justice, and Science Appropriations Subcommittee.
The bill also transfers previously appropriated $38 million from the Agriculture Department to NOAA for oyster restoration in the Gulf. The bill also provides $100 million for Coastal Restoration to restore the natural barrier between the Gulf of Mexico and Southeast Louisiana to minimize future storm damage. The bill now goes to Senate floor for debate during the final week of April, where numerous amendments are expected.

On April 4th, the Senate Appropriations Committee (Chairman Thad Cochran, R-MS) provided $1.16 billion to NOAA as part of the FY ’06 Emergency Supplemental (
HR 4939). According to a Committee press release, the NOAA funds are to be used for “mapping and debris removal in the Gulf of Mexico for the safety of commercial and recreational fishermen. Assistance is also provided for commercial and recreational fishing and seafood industries that are critical to the economy of the Gulf region.”
