NOAA Seeking Proposals for Cooperative Fisheries Research The Mid-Atlantic Research Set-Aside (RSA) Program provides a mechanism to fund research and compensate vessels through the sale of fish harvested under a research quota. Up to 3 percent of the total allowable landings (TAL) in certain Mid-Atlantic fisheries may be dedicated to research endeavors under the RSA program. Although the setting of the actual RSA quotas will be the subject of future rulemaking, NOAA is now soliciting proposals for research activities in the summer flounder, scup, black sea bass, Loligo squid, Illex squid, Atlantic mackerel, butterfish, Atlantic bluefish, and tilefish fisheries. Projects funded under the RSA program must enhance understanding of the fishery resource or contribute to the body of information on which management decisions are made.
