Dr. Louis B. Daniel III, Director, Division of Marine Fisheries, hereby announces that the following areas WILL OPEN to shrimping and crab trawling effective at 8:00 A.M., Thursday, November 8, 2007.

I. AREA DESCRIPTION

A. ONSLOW COUNTY

Intracoastal Waterway (ICW) – main ICW channel only from the N.C. Highway 210 high rise bridge to Marker #45.

II. GENERAL INFORMATION:

A. This proclamation is issued under the authority of N.C.G.S. 113-170.4; 113-170.5; 113-182; 113-221.1; 143B-289.52 and N.C. Marine Fisheries Rules 15A NCAC 3H .0103, 3L .0101 and .0202.

B. It is unlawful to violate the provisions of any proclamation issued by the Fisheries Director under his delegated authority pursuant to N.C. Marine Fisheries Rule 15A NCAC 3H .0103.

C. All shellfish leases and franchises will remain closed to trawling as per NC Marine Fisheries Rule NCAC 15A 30 .0211.

Jarrett Bay- South of a line beginning on Davis Island 34° 45.4497’N – 76° 29.2512’W; running northwesterly to a point at the site of the Old Chimney 34° 45.5202’N – 76° 30.0661’W.

     Oyster Creek- Southeast of the Highway 70 bridge.

II.   GENERAL INFORMATION:

      1.    This proclamation is issued under the authority of N.C.G.S. 113-170.4; 113-170.5; 113-182; 113-221.1; 143B-289.52 and N.C. Marine Fisheries Rules 15A NCAC 3H .0103; 3L .0101 and .0202.

2. It is unlawful to violate the provisions of any proclamation issued by the Fisheries Director under his delegated authority per N.C. Marine Fisheries Rule 15A NCAC 3H .0103.

3. This action is being taken to allow harvest of white shrimp that are present in these areas.

      4.   This proclamation supersedes the portions of Proclamation SH-4-2007, dated June 14, 2007 that pertains to these areas.

New River – from the N.C. Highway 172 Bridge upstream to a line running from Grey Point 34° 37.5833′ N – 77° 22.3833′ W, running to a point on the east shore at 34° 37.1333′ N – 77° 21.6333′ W. That area west of a line beginning at a point near Stones Landing 34° 36.2043’ N – 77° 26.3166′ W, then following the danger area line for the Stone’s Bay Rifle Range to a point on the east shore, 34° 37.0579′ N – 77° 26.1124′ W and all tributaries downstream of Grey Point will remain closed.

II. GENERAL INFORMATION:

II. GENERAL INFORMATION:

A. This proclamation is issued under the authority of N.C.G.S. 113-170.4; 113-170.5; 113-182; 113-221.1; 143B-289.52 and N.C. Marine Fisheries Rules 15A NCAC 3H .0103, 3L .0101 and .0202.

B. It is unlawful to violate the provisions of any proclamation issued by the Fisheries Director under his delegated authority pursuant to N.C. Marine Fisheries Rule 15A NCAC 3H .0103.

   C.   This action is being taken to protect the small white shrimp present in the area.

Western Pamlico Sound – West of a line beginning at a point 35° 4 .6167’ N – 76° 27.8000’W on Point of Marsh; running easterly to a point 35° 8 .1000’N – 76° 17 .5000’W at the “BI” Marker at Brant Island Shoal; running easterly to a point 35° 12 .6167’N – 76° 4 .3833’W at the “BL” Marker on Bluff Shoal; running northeasterly to a point 35° 30 .7500’N – 75° 40 .5667’W at the “S” Marker at Long Shoal; running northerly to a point 35° 48 .3000’N – 75° 37 .1167’W at Marker “1” at the southern end of Roanoke Island; running westerly to a point on shore 35° 48.3693’N – 75° 43.7232’W on Roanoke Marshes Point.

It is unlawful to use a crab trawl in the area described above with a  trawl mesh size less than four (4) inches.

III. GENERAL INFORMATION:
