 Bay Scallop FMP Advisory Committee


The Marine Fisheries Commission Bay Scallop FMP Advisory Committee will be held on Monday, August 21, at 6 p.m., in Room 305, CMAST Building, 303 College Circle, Morehead City, NC.

The committee will finalize its management and research recommendations and review the Draft Bay Scallop FMP, which is scheduled for presentation to the Marine Fisheries Commission meeting at the end of September in Atlantic Beach, NC. The Draft FMP will then go out for public comment pending approval from the Commission.

The committee will also receive an update on the Marnie Fisheries Commission business meeting that was held on June 28-29, 2006.

The Committee will be given an update on the April 27 – 28, 2006 Marine Fisheries Commission meeting.

The committee will discuss Sea Grant Fishery Resource Grants specific to bay scallops. The committee will also discuss issue papers on: 1) Commercial bay scallop fishery management measures; 2) Effects of trawling on bay scallop habitat; and 3) Management of dredges for habitat protection.

Role of Fishery Management Plan Advisory Committees:
The Division of Marine Fisheries (DMF), through the Department of Environment and Natural Resources, is charged with the preparation and writing of proposed Fishery Management Plans (FMP) for adoption by the Marine Fisheries Commission (MFC). To assist the DMF in the development of FMPs, the Chair of the MFC appoints a fishery management plan advisory committee (AC) that is composed of commercial fishermen, recreational fishermen, scientists, and others, all with expertise in the fishery for which the FMP is being developed. The following are the specific roles of appointed advisors in assisting the DMF in the development of FMPs:
v Assist DMF staff in identifying and evaluating management issues and options to be addressed in the FMP,
v Evaluate the impacts of management options on the resource and user groups;
v Review and provide comments on all sections of the draft FMP for completeness and accuracy;
v Assist the DMF in informing the public on the issues contained in the FMP;
v Attend public meetings held in advisors’ regional area;
v Solicit comments from peers and bring comments back to the AC.
