requires modifications to all offshore pound net leaders in an identified area of Virginia waters of the mainstem Chesapeake Bay during the May 6 – July 15 fishing season. Previous regulations prohibited the use of all offshore pound net leaders in that area during that time frame, in order to protect threatened and endangered sea turtles from becoming accidentally entangled. But based on the positive results of research conducted in 2004 and 2005, NOAA Fisheries has concluded that gear modifications can serve as an effective conservation measure in this fishery.
The findings of the 2004-05 research project are described in the final rule.
