Management Measures Proposed for 2005 Summer Flounder, Scup and Black Sea Bass Recreational Fisheries
NOAA Fisheries Service has published a proposed rule with recreational measures for the 2005 summer flounder, scup, and black sea bass fisheries. The intent of these measures is to prevent overfishing. Total recreational landings of summer flounder for 2004 were an estimated 5% below the harvest limit. However, the states of MA, CT, and NY will be required to reduce summer flounder landings (in number of fish) in 2005 by 7%, 19%, and 6%, respectively, due to projected overharvests in 2004.
No change is proposed to the Total Allowable Landings for scup in 2005. However, after careful review, the preferred alternative has been disapproved because it would not achieve the 2005 scup recreational target. NOAA Fisheries Service is requesting public comment on two other scup management alternatives, which would affect the minimum size, possession limit and open season.
Recreational landings of black sea bass in 2004 were estimated to be 57% below the target. Currently, the federal black sea bass recreational measures include a 25-fish possession limit; a minimum size of 12″; and open seasons of Jan 1-Sept 7 and Sept 22-Nov 30. This proposed rule would maintain the possession limit and minimum size, and establish an open season throughout 2005.
