Research Set-Aside Program Workshop to be Held October 5, 2004 in Ronkonkoma, NY The Mid-Atlantic Fisheries Management Council, Atlantic States Marine Fisheries Commission, and NOAA Fisheries are sponsoring a workshop to discuss the Council’s Research Set-Aside Program (RSA) with particular emphasis on the development of proposals related to recreational fisheries. The workshop will be held from 1 p.m. to 5:00 p.m. on October 5, 2004, at the Holiday Inn, 3845 Veterans Memorial Highway, Ronkonkoma, NY 11779. Individuals encouraged to attend include any researcher or member of the fishing community that is interested in participating in the program, as well as representatives of commercial and recreational fishing associations that have questions about the program.
During the workshop, potential RSA applicants, RSA Grant personnel, and fisheries regulators will engage in collaborative discussions on how to develop successful RSA proposals. A panel discussion will also occur to address the RSA program and recreational fisheries and presentations on the NOAA Grants and Federal fisheries permitting process, as they relate to the RSA Program, will be given. In addition, the Council’s RSA committee will discuss and finalize research priorities for 2006. After the workshop, from 7 p.m. to 8:30 p.m., Council and NMFS personnel will be available to answer questions and/or discuss the RSA program and associated concerns with interested public.
The agenda items for the workshop include:
1) Welcome and Description of Expected Results from the Workshop
2) Review of the Solicitation for 2005 RSA Projects
3) Panel Discussion of Recreational Fisheries Issues Related to RSA
4) RSA Research Priorities for 2006 and proposal selection criteria
5) Presentation on How to Write and Submit a RSA Proposal and Grant Application
6) Discussion of Exempted Fishing Permit Process Requirements for RSA Projects
7) Public Input on How to Improve the RSA Program
The RSA program, conducted through the cooperation of the Council, the Commission, and NOAA Fisheries, provides a mechanism to fund research relevant to the Council’s and Commission’s fishery management plans through the sale of fish harvested under specially designated RSA quotas.
