FB18-050 FISHERY BULLETIN ISSUE DATE: July 23, 2018CONTACT: Frank Helies, Sustainable Fisheries (727) 824-5305, frank.helies@noaa.gov NOAA Fisheries Announces Limited Opening of Recreational and Commercial Red Snapper Seasons in South Atlantic Federal Waters KEY MESSAGE:NOAA Fisheries announces a final rule for Amendment 43 to the Fishery Management Plan for the Snapper-Grouper Fishery of the South Atlantic Region (Amendment 43). This rule specifies recreational and commercial annual catch limits for red snapper beginning in 2018.
Red snapper recreational and commercial seasons will open in South Atlantic federal waters for limited harvest beginning in 2018.
The South Atlantic Fishery Management Council approved Amendment 43 after recent scientific information indicated an increase in the red snapper population since 2010.
NOAA Fisheries determined limited harvest beginning in 2018 is neither expected to result in overfishing, nor prevent continued rebuilding of the population.
WHEN RULE WILL TAKE EFFECT:
The rule will take effect on July 26, 2018.
The recreational sector will open for harvest on weekends only (Friday, Saturday, Sunday) on the following days:
August 10, 11, and 12, 2018 - The recreational season opens at 12:01 a.m., local time, on August 10, 2018, and closes at 12:01 a.m., local time, on August 13, 2018.
August 17, 18, and 19, 2018 - The recreational season opens again at 12:01 a.m., local time, on August 17, 2018, and closes at 12:01 a.m., local time, on August 20, 2018.
The commercial sector will open for harvest upon publication of the final rule at 12:01 a.m., local time, on July 26, 2018, and will close at 11:59 p.m., local time, on December 31, 2018, unless the commercial annual catch limit is met or projected to be met before this date.
NOAA Fisheries will announce if the commercial sector needs to close before December 31, 2018.
In Wilmington the winds will be from the NE at 18 knots gusting to 25 knots. Average wave height 5 feet at 6 seconds. Winds and sea conditions are due to start on August 9 and will keep going until August 20. Then next year NOAA will state that the catch was well below the ACL. There fore the stocks are in trouble so the 2019 season will be shorter. Can you say "catch 22"? :wall:

Yes I am kidding. But if it does come to pass NOAA will use that to justify their logic on the season.

Recreational anglers get 6 select days in August, which starts after the commercial fishermen have been killing them for several week prior to. And non-stop until the end of the year. Apparantly NOAA management are all commercial fishermen.

That’s what I was thinking.
The recreational quota is considerably higher than the commercial quota. Don't let the numbers of fish for recs verses pounds for comms confuse you. Unreliable recreational landings data is a big part of why that season is so short. So many recreational anglers is another reason. Officially reporting recreational landings would help. Submitting public comments about when you want openings to occur could solve that problem. Using a descending device to release Red Snapper suffering barotrauma could help us keep more of the approximately 400,000 pounds of Red Snapper still being allocated to projected dead discards.
I'm disappointed because I was hoping I was going to luck into being able to fish for them on that charter I've got with Capt Dave the last weekend in Aug. 🙁

Recreational fishermen getting nearly twice the quota as commercial fishermen doesn't seem quite right.
Quota allowance really doesn't matter much if you only have 5 minutes to fish for them.
Quota is a joke to I really doubt with 6 days 1 fish quota will be even close to Max. But that will be less next year cause low numbers caught. Hahahaha

Last few trips out we have caught multiple ARS each time.
One trip we had 15 if my memory is correct including a few in the mid to upper teens.
The kicker is I fish shallow water where SAFMC says ARS does not exist.
