Hey Capt. Dave, I was just renewed for reefcast but I'm considering upgrading to Seecast. Will I be prorated for reefcast fee?

Well. The ReefCast app/ website are typed together and are 1 subscription. SEECast has ReefCast (insidebthe map) is a separate subscription..

If you want to give up app/website access to ReefCast then yes I would prorate it. If you wanted both then you would need to subscribe to both.
